Since the start of the health crisis, business buyers have been largely overlooked by government aid programs. Thus, if an entrepreneur had the foresight to purchase a business in 2020, they must be financially very strong, as most financial support schemes are inaccessible. Decree No. 2021-624 of May 20, 2021, specifically addresses these business buyers by establishing a new form of assistance.

Who will be the beneficiaries of this aid?

The main conditions to be met by these companies taking over a business are as follows:

  • having been created no later than December 31, 2020;
  • having taken over a business in its entirety, between January 1 , 2020 and December 31, 2020;
  • to still be the owner of the business at the time the application is filed;
  • have the same main activity (for example, a restaurant taking over a restaurant);
  • to have a business whose activity was subject to a ban on welcoming the public without interruption between November 2020, or the date of acquisition of the business, and May 2021;
  • generated no revenue in 2020.

We specifically draw your attention to this last condition which risks excluding many potential buyers who had the bad idea of ​​trying to make a small turnover during the summer, before the closure in October 2020!

What is the amount of this aid?

The amount of aid depends on the size of the company:

  • For companies with more than 50 employees, the aid takes the form of a subsidy amounting to 70% of the mathematical inverse of the gross operating surplus (EBE) fixed costs recorded during the eligible period.
  • For companies with fewer than 50 employees, the amount of aid rises to 90%.

The gross operating surplus fixed costs, defined by decree no. 2021-310 of March 24, 2021 , is determined from the intermediate management balance, over the relevant eligible period of six months (January-June 2021), by the company's chartered accountant, who will issue a certificate in his capacity as a trusted third party.

What are the deadlines to be met?

The application must be submitted between July 15, 2021 and September 1, 2021 via the professional section of the website https://www.impots.gouv.fr/portail/
